It would have been a fair match if you didn't restrict SM but Hidan would still win.

His hair is enough to catch hidan. He can also summon gamabunta to stomp on hidan so he cant move and he can take out his limbs. One of the frogs could also use strong suiton to destroy the drawing or breaks hidans body. Finally the frogs has genjutsu, and once he is caught he would be done for. Finally with sage mode he can prevent any of hidans attack since he due to enhanced sense.
Also you think Jiraiya would wait for hidan to draw a circle ritual on the ground or keep it lying there? Not to mention if He could even draw Jiraiyas blood.

Re-watch the Asuma's death arc, drawing the circle doesn't take long, Hidan can easily do.. He needs a bit of Jiraiya's blood, and then just hide for 1 min, meanwhile draw the circle and then - gotcha! Jiraiya's Doomed, and can do nothing about it.

They didn't counter my points at all since you are obviously oblivious to mangafacts so you are overestimating hidan's scythe and the lack of battle strategy/feats he shows.
Re-watch jiraiyas battle with pain again and tell me if a mere scythe using ninja can survive jiraiyas onslaught.
Hidan is so freaking weak without his immortality. Asuma only died because he didn't know his tricky technique but compared to jiraiya who is much perceptive and eay stronger, Asuma is shit.

Even without summons his lions mane hair is enough to catch hidan and incapacitate him.
