You're double counting here as one is an evolved variation of the same jutsu. It's like me saying Kakashi has both Raikiri and Chidori, which is pointless. Or me counting both thousand years of pain and hiding like a mole technique, even though they both have the same general effect - concealment followed by a surprise attack from underground. Determining jutsu variety is more than just going to some Naruto wiki and copy and pasting everything you see listed - its seeing the jutsu's general effect.
Regardless, Kirin is a circumstantial technique, and not something that Sasuke has readily available. It requires enormous prep time, and given Kakashi's intelligence, I'd wager he would notice what is up and prevent more fireballs from being shot at the sky, let alone allow Sasuke to gather the lightning necessary. Not to mention Kakashi is a lightning user as well, so giving a lightning source to another lightning user can lead to a mutually detrimental situation. Kakashi's area of expertise is not Suiton, yet he can control water sources at his will as seen against Zabuza and Kisame. Raiton, on the other hand, is Kakashi's specialty, so I'd wager given a source he'd be able to utilize it as well.
Still not seeing how Sasuke has the advantage at all. They have the same amount of Raiton variants (barring Kirin), only Kakashi's is S-ranked (thus more powerful). Kakashi's Suitons shut down any of Sasuke's Katons, and Kage Bunshin variants coupled with concealing himself with Doton give him the trickery advantage. Shuriken are not jutsu - they are ninja tools, and Kakashi has access to those as he does chains, ground spikes, kunai, and more.
