As discussed, we're mid range not long, and the lower tendrils are visible.

Seeing the clan head's directed water attack Chun easily exploited it, the fact that the water technique is directed meant that if Priest was killed/injured/w.e then the water technique won't reach. As such similarly to before, without any kind of indication, Chun manipulates a rain drop above Priest's head into a condensed solid-like rain blade. The result of the collision between the water blade and Priest's skull is quite effective. Due to the sudden sharp collision as well as the pain, Priest would most likely loose concentration on the water technique, at the very least he would mess up immensely which would lead to Chun being safe from the technique. The fact that Priest was trying to glorify the technique by making it move in "mesmerizing" manner in which they resembled a "hydra" and not to forget about the two lower tendrils meant that more concentration and focus was being exerted, as such, a simple fast strong technique like the one used would cause, alongside to it's physical damage and surprise, a perfect counter for the water without even touching or coming in contact with it.
Chun would work fast to exploit the situation, he knew that his attack won't fully put down Priest, but it would be suitable to create an opening. Chun would once again exploit the rain, this time for further usage. He would send his chakra towards Priest, he would manipulate his chakra so that it affects Priest's cloth specifically. With that done, Priest basically becomes a glue for water. The fact that he is in the rain and that he is probably on the ground(falling due to the dagger) meant that the amount of water sticking to him was quite vast and large, in a second or two he won't be able to move, he'd be pinned down in his place.
Exploiting this, Chun would go through several hand seals and raise an excess of pillars around Priest, the pillars would cover every spot except for one spot, the spot not covered was the spot that allowed Chun to see Priest, no funny business eh. Anyways, the pillars would rise and shoot out electricity toward Priest, the fact that Priest was infested with water meant that the technique was much more deadly.
(Hitoshirenu Ame Sai) - Hidden Rain Slash
Rank: C
Type: Attack
Range: Short-Mid
Chakra cost: 15
Damage Points: 30
Description: The user manipulates their chakra to condense a single raindrop into a more solid form. The raindrop becomes as sharp as a blade. The disadvantage to this jutsu is that the raindrop falls in a straight line.
(Gouu no Jutsu) - Heavy Rain Technique
Rank: C
Type: Supplementary
Range: Short-Mid
Chakra cost: 15
Damage Points: N/A
Description: A jutsu that actually uses the victim's clothing as a medium to effect him or her. By filling the clothing with water-elemental chakra the user causes the clothing to fully retain all water it comes in contact with which will gradually cause the clothing to become heavier and heavier. Unfortunately, this jutsu that does not create water, so it is only useful in a rainy or otherwise wet environment
(Raiton: Jūrokuchū Shibari) – Lightning Release: Sixteen-Pillar Bind
Rank: A
Type: Supplementary
Range: Short – Long
Chakra cost: 30
Damage points: 60
Description: After performing the needed hand seals Rat → Monkey → Horse → Tiger the user will create a even more powerful version of Lightning Release: Four Pillar Bind. Using this technique, the user creates sixteen giant pillars by using his lightning chakra to shape the ground into a multitude of pillars, which then form a giant cubic oven to trap the enemy. It is often used after Earth Release: Mud Fall to cover the enemy target in mud and then follow up with using Fire release: Firing Biscuit, creating flames in the oven to roast and harden the mud, immobilizing the enemy.
