Choose faster jutsu usage for either wind or water, not both, as that's basically the same as having reduced hand seals (you take less time to perform jutsus).

To have rain, you must originate from Amegakure. To be Yuki, you must originate from Kiri so choose one of them. I know it got approved in the past but its against the rules.
