He is, why? Because:
. He killed his clan just he was ordered to do so by his the Konoha elders. They told them that Uchiha clan is going to attack Kohana and he didnt even try to know whether that is true or a lie, just killed them all.
. Lied his brother, that tobi is madara. Lied that madara killed his bro, saying this all without a proof is very bad and can be considered as a liar.
. Said that he loves Sasuke, while he is the only one who hurts Sasuke
. Tried to capture Naruto

Itachi could've simply told the Elders exactly who was involved in the rebellion and pinpoint their locations and HQ and killed those selected people only. He was a spy after all..

2. He thought tobi was madara and so did EVERYONE else expect zetsu, kabuto, madara and tobi knew who he was......itachi said madara only took his eyes and again read the manga better
3. him and naruto is the only one that ever cared for sasuke for who he is and like sasuke said the loneliness turned into power....
4. He never TRIED to capture naruto because if he did naruto would not have 9 tails.....so STFU

He was fully aware of both the plans of the Uchiha and Konoha. He didn't just do it. He knew that the coup was coming.

Of course he lied to his brother. And everyone else thought tobi was madara. that had seen him that is (Nagato, Konan, Kisame). Tobi is a liar too so we can't just take his word either. That mystery is still unsolved.

If he didn't love his brother he would have killed him.

He would have captured him if he had wanted too.
