The first panel with them going to VoTE they are not racing neither are they running at top speed. THEY ARE JUST ****ING RUNNING. Why walk to a place thats far?

your thread became flawed from the first points. anyone still using them moving all the way to vote and getting there same time as a way to judge speed is stupid. ninjas dont constantly move at top speeds and it was off panel nor were they having a race to get there. if i were to apply that logic we would be saying shit like juugo has equal speed with sasuke because they arrived battlefield same time or old man hiruzen has better speed than sasuke and equal speed with tobirama because they arrived together. you see? movement speed doesnt equate to top speed in any way, shape or form.
