Hello, I just noticed both Naruto and Sasuke great beloved fans trying to use Last chapter to put their favourite above another, Here I wanted to explain all confusion trying to show not biased view at it.
BASE - normal state of character with no enhacements modyfing either chakra flow, eye powers, body's powers etc. This state includes all abilities which user can execute without need to use dojutsu, enhance body's powers by entering special mode.
^^ Hebi Sasuke was able to blitz Deidara and even keeping up with Itachi, could matched nine tails chakra mode naruto's foot speed:
^^ NO SUNSHIN OF COURSE from Naruto.
However that was Sasuke after absorbing Orochimaru:
so only fair would be to compare Hebi Sasuke with Initial Kyuubi mode Naruto's speed.

Base Naruto speed ~ Base Sasuke's speed
Here is the Proof:
Sasuke had a head start.I even point it out with red arrow.
On the other hand,Naruto talked with kakashi sensei about sakura's pathetic dream.
Naruto also ran towards valley of the End after finish talking with kakashi
Both Naruto and Sasuke landed on hashirama and madara's statues respectively at the SAME time.Even Sasuke had a head start, Naruto still reached to valley of the end at the same time as sasuke:

^^ Naruto proved to be as fast as Sasuke or maybe even faster. His physical strength match Sasuke's own as shown.

Base Naruto's Improvement over time
Great fans of Sasuke keep trying to underrate Base Naruto's speed or body stats at all using still outdated manga panel like that:
Although it sounds logical and leggit they seem to frogot or omit on purpouse term of "development". Yes Base Naruto's body power weren't impressive from get go, he needed to train really hard to develop his body/yang powers. Also in this scan Naruto was greatly weakened from his fight against Orochimaru when he transformed into four tails Kyuubi. OK I promised to show Base Naruto's body powers improvement and here I will deliver them. Basically any noticable improvement of Naruto affecting his base state was Sage mode training.

Naruto and Sauske && Yang and Yin
I am not sure if Kishi has planned making Naruto and Sasuke yang and yin since the begining. However certainly they act and posses power like that.
Naruto's Taijutsu sucked great deal, that is clear. However Naruto has never been taught Taijutsu or at least noone even cared to refine his Taijutsu skills/ combat technique so that why he sucked in that part.
Anyway as I proved Base Naruto's speed matches or surprass Base Sasuke's speed. Naruto's physical strength, durability, endurance and for sure reaction time surprass Base Sasuke's same stats. It is nothing which should shock us as all mentioned abilities belong in Yang powers aka body powers.
It is same with Base Sasuke surprassing Base Naruto in Genjutsu's depertament, nature manipulation etc. It again should not shock us as all mentioned abilties belogn in Yin powers aka spirit powers.
Now Sasuke looks like surprassing Base Naruto's speed by possesing Precognition ability which comes directly from his doujutsu at the lowest level. It allow Sasuke to see incomming attacks in slow motion closing this gap fully. Naruto's counter depends on using amount of shadow clones to make attack harder to deflect or defend against.
Base Naruto surprasses Base Sauske's genjutsu(at least protection against Genjutsu) and Nature manipulation etc. skills by entering specific mode enhnacing/amplify his yin powers along with Yang when the latter is dominative.
Now both Naruto and Sasuke differ from each other as Yang and Yin, both completes each other as both make perfect shinobi. They seem to differ in their's dreams about world, mindset. Also both Naruto and Sasuke has advantage over each other in respected departament. For example Sasuke's doujutsu makes his yin powers much above Naruto's yin while Naruto's Senjutsu makes his yang powers much above Sasuke's yang.
Although both their's speed seems to be around same level as Sasuke's Space Time technique of his Tomoe Rinnegan makes up gap in physical foot speed to Naruto's Rikudou Senjutsu super fast speed.

Summary :
- Base Naruto has better reaction time, foot speed, durability, endurance aka all body traits then Base Sasuke.
- Base Sasuke has better Genjutsu/anti genjutsu feats, Nature manipulation, Ninjutsu variety aka spirit traits then Base Naruto
- 3tomoe sharingan Sasuke matches both speed and reaction time of Base Naruto by precognition ability of his sharingan.
- Since the begining Sasuke has trained his body hard improving it and keeping above Naruto, while Naruto has trained his mind making barerly progress as he isn't yin type. It made all fans accept that Sasuke was better overall. There were only few impressive feats of Naruto in yang departament.
- Once Naruto has began training his body and focusing on it more then mind then his progress spiked up and was moving at incredible rate upwards. Naruto catched up and then finally surprassed Sasuke in yang powers category. While closing a little gap between his less supperior yin's skills to much better Sasuke's yin skills. One of the reason was Sasuke stopping training his body and focusing fully on spiritual energy training, which make his development faster.
- Hebi Sasuke's speed although impressive was after Sasuke absorbed Orochimaru which greatly enhanced his powers. Comparing Hebi Sasuke's speed to Base Naruto is not fair, instead Initial Kurama mode would be fitting perfectly.
- Naruto as Yang and Sasuke as yin both differ from each other while completing each other as well.
- Yang body powers: Foot speed, Reaction time, durability, stamina, endurance
- Yin spirit powers: Genjutsu/ani Genjutsu, Nature manipulation
- Common power: Speed(overall, Sunshin, Teleportation included)
- Sasuke fully surprass Naruto in Yin deperatement
- Naruto fully surprass Sasuke in Yang departament
- in Yin: Tomoe Rinnegan Sasuke > RSM Naruto ~ Base Sasuke > Base Naruto
- in Yang: RSM Naruto > Tomoe Rinnegan Sasuke ~ Base Naruto > Base Sasuke
- Overall: RSM Naruto ~ Tomoe Rinnegan Sasuke, Base Naruto ~ Base Sasuke
- Sunshin speed is yin departament so that why Sasuke's sunshin was always more impressive then Naruto's sunshin, unless Naruto's sunshin in enhanced mode.
