No he's not the strongest, there are telepaths who can mind control entire planets, species, fleets, across universes etc. Mind control to such an extent.....For instance, xavier can make minutes seem like days or years in someones mind, read their every thought in seconds, and can mind rape planets, jean grey created a universe within her mind, they can snap your mind, or shut it down, you're dead right there. I can name plenty of wizards, heck loads from bastard as well that have shown superior capabilites.
Which is funny since he never attempted that to any dbz character, when he could've, he had the chance to do it to goku, but he did not. Heck he never even attempted to do anything against majin buu even when he was being raped by him.
He failed to control vegeta, and even dabura correctly. That pretty much tells me how strong he is.
