A, naruto and minato can attack in about a second. tobi needs his sharingan to go intangible. if he is constantly shifting between rinengan and sharingan, theres a chance minato, A or naruto couldve hit him in the small fraction it takes, which wouldnt end well for him

well in my point of view rinnegan is not a part of the sharingan kenkei genkai,but the kenkei genkai that apears wen you mix the elder and the younger brothers DNA,in other words...having uchiha and senju/uzumaki DNA

tobi maybe cant switch for 2 reasons:
A- the rinnegan was not his originaly
B- not a naturaly born uchiha and/or senju

We don't know for a fact that he "can't switch" might just be an inconvenience. Imo, I think that neither eye is his. I think he's Izuna and that the sharingan he got was from the Uchiha massacre.

Tobi isn't a uchiha. Trust me, He can't turn off his sharingan, he also can't unlock rinnegan himself, thus he transplanted it

You theory is sorta incorrect. Madara has the rinnegan on yet Susanoo is activated. Tobi has to have both because he can't activate it the same way Madara could.
