Azula; She was a skilled strategist who orchestrated the coup over the Earth Kingdom capital Ba Sing Se and halted the invasion on the Day of Black Sun. A fire bending prodigy and able to generate lightning even during the break down of her mental state.
She was able to hold her own against; Aang, Katara, Toph, Zuko and Sokka.
Katara: A notable waterbending master, healing abilities to be classed as "the best in the world" and the ever so sinister ability of blood bending. However bloodbending is a technique Katara refuses to use as to her it is evil. But given the situation of life and death, by means I'm sure Katara would use that ability to immobilize Azula and seize the battle.
So I think Katara would beat Azula.
