Karin literally explained it. Sasuke couldn't keep up, so he used Enton to cover all around him. The moment Ay used shunshin in V2 Sasuke couldn't keep up. this is how it went
-Sasuke used Amaterasu
-Ay casually dodged without using Shunshin
-Sasuke could see Ay dodging Amaterasu because he wasn't using Shunshin
-Ay suddenly vanished from Sasuke's vision
-Sasuke gets shocked
-Covers his Susanoo 360 in amaterasu
-Ay notices Amaterasu covered Susanoo
-Ay stops moving
-Only then Sasuke notices where Ay is

He didn't use shunshin constantly. He went v2 in case he needed it. Ay k led about sharingan and he knows speed can counter its clairvoyant ability.

Panels show the difference between shunshin from v2 Ay and regular movement. What he used against Amaterasu was regular movement. How I reached this conclusion? Assume could see Ay's movement when he dodged Amaterasu, but couldn't follow Ay when Ay charged at him.

2- When it's coming from an outside force.

MS Sasuke have no feats that put him above Hebi Sasuke. Give him CM2 and his reflexes and movement speed is boosted enough to dodge Ei blitz. Reason why im saying this is simple. Sasuke couldn't track kn0 Naruto once cm got added to question he was fast enough to hit and dodge someone he couldn't prior track. Same thing happens with Ei.
