Fire Lord Zuko sat beside Aang in the War Council room. It had only been a few, short weeks since the war was finished, and won. But conflict had once again risen between the nations. After a few short, silent moments. Iroh rushed into the room, Jeong Jeong calmly walking in after him.
“Sorry I was late!” Iroh started, “A long journey from Ba Sing Se.”
Jeong Jeong said nothing, but sat down in with the others who waited. The Fire Lord stood up and walked in front of the group of people, briefly looking over each one.
“We have much business to attend to,” Zuko announced, officially starting the council’s meeting, “the first of which is reinstating all of our commanders, generals, admirals, and such. We elections were already held for this during our last meeting. First, by order of the Fire Lord, Iroh, the Dragon of the West, is reinstated as our main general.” He then turned to Jeong Jeong, “Jeong Jeong, I hereby instate you as admiral,” then he added with a wink, “Hopefully you’ll do better than your apprentice. All in agreement?”
After noting that all answered yes, Zuko continued. “Next, it hasn’t been very long since the war ending, but we can all feel another war swiftly approaching. There are many people in the Fire Nation that are against the falling of Fire Lord Oozai. And there have already been small assaults on some parts of the Fire Nation. Meaning that a civil war could break out between two halves of the Fire Nation. My father is powerless, and can’t break out on his own, and Azula is securely imprisoned. In the Boiling Rock coldest cooler. For now, it would be impossible for either of them to escape. But with the help from those lurking in the Fire Nation, but secretly against me, they could escape.”
Aang interrupted, “So the problem is, that there’s no way for you to know who’s on our side, and who’s on theirs.”
Zuko nodded, “Exactly, so for now, I have to put even more guards near the two of them, and even more than that walking around the Fire Nation in disguise. Now, there are two problems here as well.”
It was Iroh’s turn to interrupt, “The first of which is the fact that you would have less troops to stop them if they were to secretly attack the palace itself. With you still badly injured, and if any of the three of us: Aang, Jeong Jeong, or myself, weren’t here, it would be tough to protect. And the second is that it’s impossible to tell who are genuine guards, and who are attempting what you and Sokka did at the Boiling Rock.”
Zuko replied again, “So now all we can do is play it by ear. It’s our only choice. I will send scouts throughout the Fire Nation, but not too many. Whatever we have to do, we must stop this war before it begins,” Zuko said, ending the council, but he knew, inevitably, war would soon come.

Far to the east, amidst the vast mountain ranges of the Fire Nation, Kozen drew a diagram on the soft soil with the stick in his hand. The other rebels looked hastily over his shoulder, trying to see what he was making. He finally stopped drawing, and turned towards the others.
“In one month,” he started, in the most motivational voice that he could make, “Fire Lord Zuko is leaving to find something, or someone. It matters little to us where he’s going, or why, but it is confirmed that he will be absent of the Fire Nation for an estimate of one week. That, is when we strike,” he motioned for the few rebels around him to circle around
the diagram he drew.”
One of them turned his head to try and figure out what it was, “Is that... a buzzard-wasp?”
Another rebel slapped him on the head, “No stupid! It’s obviously the Saber-tooth Moose-lion that we’ll use to invade the city.”
Kozen grew frustrated, “You’re both idiots, it’s the routes we’ll take to invade the city. We already have scouts throughout the village. They’ve spent the days gathering information from civilians, and nights searching for weak parts in the Fire Nation’s structure.”
A different one of his teammates interrupted, “Why do we have to break in? If we’re in the Fire Nation already, then can’t we just walk into the palace and take it from there.”
“If we were to do that, as soon as we attacked the first guard, bells would start to ring, and every guard in the city would rush to whoever’s in the Fire Lord’s place during his absence. We’d be completely surrounded before we had ever begun.”
The same, apparently over thinking, person spoke again, “Well, if you haven’t noticed, this group is hardly big enough to start a full invasion on the Fire Nation. How exactly will we pull this off?”
“Within this month, we have to get a lot done. First, we need to attack small towns from the Earth and Water Nations, and get as many as we can to join us, and those who don’t would only get in our way, due to all of the Nations having an alliance. We also have a few other groups of rebels around the city. But there were two names that I’ve been thinking of, all this time.” Kozen paused, and took a long blink, “Ozai and Azula.”
