You should resize them to 150x200 before you try to make them your ava. You can't make them bigger. You have to understand the basics of GFX. If you make an image bigger, 9/10 times the image would lose quality.
Use an image-editing software that allows you free transformation over an image. I use Photoshop to re-size the image over a new document that is 150x200 pixels. Most of the time, your image won't fit correctly however and you will reach a distortion factor. If you want an avatar to be done, you want it to be cropped and selected a particular spot over the image to be focused on. So rather then ask how to change the size, you should rather ask someone to make an avatar for you using the stocks provided.
