Audio bit rate changer

i need audio bit ate changer .. coz i hav an audio file .. which i need to cut .. and to cut it i need it to be 128kbps ... but uits 64 kbps ... so who can hlp me ?

Is there any way for me to downgrade an audio sample to 3 bit quality? O_O

(P.S. Sorry for that bit of spam, I just had to say it xD)
(P.P.S. I know that 3 bit audio quality is impossible xD)
