I also don't like it. But it could be an interesting plot twist.

It makes the whole titans attacking the wall thing a little bit silly since they have humanity outside the walls. But maybe, they are inside walls aswell.

I'm thinking that in the outside world Shifters are a common thing? And that's why Humans are Good.

I think this is very interesting, it just comes down to the reason why? Why have they been living inside the walls if everything is OK? I think there is more than some Religious thing.
