You sir are wise.By the raikage's definition of speed minato was was faster. Notice he didn't say anything like i would be faster if he didn't use ftg technique.
Minato was known as the yellow flash because he would move so fast all you would see is a flash of yellow. if that was ftg you would see nothing.
If ftg is merely a reverse summoning tool why does no one else use it? because it is Minato's own technique.
Raikage or as i like to call him (Chocolate Thunder) is amazingly fast but by kishi's definition of speed, the man who created and controls the world of naruto, Minato is faster.
I would also like to point out that in a footrace raikage would for sure win but thats mostly because minato is dead and therefore is not as quick as he once was
