It already has changed though, mainly due to Naruto. Obito/Madara could also be responsible due to uniting the shinobi world against themselves. All Sasuke wants to do is try to kill the Tailed Beasts which were used as weapons and have been shown to cooperate with shinobi, and the current kage which hold no responsibility of how the system was created and turned out. And again, the kages united against Madara and Obito, who were crazy and selfish Uchiha's...sounds familiar.
You're kind of missing the point here. Sasuke doesn't want to eliminate the people who killed his clan anymore. OBVIOUSLY he knows that Tsunade had no relation to that. He wants to get rid of the Gokages and the Bijuu which in my opinion, is pretty reasonable. His ways of doing them is wrong. He wants to get rid of the ****ed up system that got his clan killed and start a new one. Why did the Uchiha get taken out? I think it was because of the Kyuubi. They wanted a coup d'etat because of the suspicion they got (from what I've seen) and how they were used as tools and not trusted anymore by their own village because they THOUGHT the Uchiha controlled a Bijuu. Sasuke wants to get rid of the Bijuu because wars have been over them. So many people got killed over Bijuu. Kages like Ay, Ohnoki and Mei should get eliminated. I'm not saying this because they rekt Sasuke or something. I'm saying it because Ay obviously values HIS entire village over his careless brother. Which is wrong. He put the village in danger and almost at war because he wanted Sasuke which is a rogue ninja. Ohnoki just wanted to get a go at Sasuke for no reason. Mei also wanted to get involved. Ohnoki and Mei just wanted trouble tbh. Sasuke wanted Danzo and they all got involved especially when he got denounced minutes before.
After all that rambling up there, I say no. Sasuke's goal isn't dumb. It has reason behind it.
Current Kages has no connection with the previous wars or with the destruction of uchiha clan.
Bijuus had no connection with the previous wars or with the destruction of uchiha clan.they were keep getting used by shinobis again and again.
In fact,Uchiha clan members I.e. Obito and madara were the main cause of the wars and the destruction of uchiha clan.

TBH, Massacre of uchiha clan was the right thing to do as they were the ones who planned a Coup D'etat in the first place.Uchiha clan members I.e. obito and madara were the main cause of the chaos of this world.

IF naruto tried to kill bijuus then it could makes sense as naruto's parents were killed by Bijuu and naruto was hated just because he had bijuu in him.Akatsuki was after him just because he had bijuu in him So naruto will be more rightful to kill bijuus than sasuke.
Uchiha clan were massacred by not other than sasuke's brother So sasuke already received the justice by killing itachi.Sasuke has no right to think about the shinobi world as sasuke was also accused of corrupting this system as sasuke joined the akatsuki and he was the student of the shinobi who killed thousands of innocent people and 3rd hokage of konoha.

Kishimoto tanked the character for some reason. He changed Sasuke to suckske. He had a chance to change him back, but decided to turn him into a supreme douche bag. Unfortunate decision.
