Don't think so. There has been an established connection between the Shinigami(who Kaguya kinda resembles) and The Sage since the Edo Kages were revived. With the Uchiha Tablet he left being needed to activate the Shinigami Mask. Why is that?

I'm extremely disappointed. I knew she was going to be bad, but not this bad. Her motive is worse than Obito's, her techniques suck, and her character design looks ridiculous.

It's hard to have an opinion of her right now. We know next to nothing about her and she's been alive again for a single chapter, with only passing mention of her prior to that in a few select places.
She looks promising though. I have high hopes.
