I think Madara knows best because he knows first hand. Also, back then Kishimoto didn't even plan on reviving Madara I guess.

But madara only fought 2 of the 5 hokages? I would think a person who teach the history of the village for multiple years would have more information considering he has personally seen and know 3 of the 5.

If Hashirama's power was described as being fairytale-like (in the same sense as Rikudou Sennin's), and if the people who heard of his power didn't believe in its immensity, then there's an obvious contradiction with Hiruzen's hype. You're basically saying that people would believe in the power of a 'God of Shinobi', but wouldn't believe in the 1st Hokage's 'weaker' strength, which makes no sense whatsoever.

No, at the time of Madara, Hashirama was the best, remember that Hiruzen was still a kid at that time, but madara and hashirama both died, Hiruzen grew to be stronger than hashirama, and when awoken madara who rightfully knows nothing about hashirama still proclaims hashirama to be the strongest.

his statement was basically the same as saying Hashirama was the strongest ninja in his time..
