Are there no normal ninja?

Think about it. It seems that any character we've met so far that's a ninja has some special jutsu/technique/combo or just something special about them that isn't jutsu specific (Lee only using taijutsu, for example). Does anyone know any normal ninja?

sakura she's pretty boring..well maybe not since tsunade taught her stuff..maybe iruka sensei(spell check)..but then again to become a ninja everybody ha to learn something right so maybe not

well actualy i think iruka sensie knows jutsu, because if he did not he could not teach. but we havnt seen any special of his before. and konohamarus team members had to learn shadow clone but then again no special. what about tenten? she has no specials only weapons.

iruka knows jutsu, but does he know any jutsu special to only his family, like Nara's shadows, or a small, select group, like Rasengan? Tenten can only use weapons, but like I said, I'm including stuff like that (i.e. Lee only using taijutsu)

actually, i've been thinking a bit, and i think the only outstanding things about Yahiko is he started Akatsuki and he became the Deva Path, neither of which i would really count as things that would exclude him from being 'normal'. does any one have a thought on that?

okay well the meaning behind this is because of the way the story progresses.
Naruto started as a low leveled ninja and from that point, everyone was pretty on par and 'normal' as the story progressed however, the prestige of people that he allies with or are his foes must have an edge, otherwise they wouldnt be interesting or be on level as the current roster of people. So as naruto became stronger himself, he needs to interact with people on his level. Let me give you an example; when playing a game, you advance your levels and to keep things interesting, more challenging obstacles come your way. Naruto is now in a league where everyone has there own 'thing'

technically her techniques are a jutsu I'd say any moves or abilities that requires the use of chakras

well the only time he was ever seen using a special jutsu was echolocation but that was only in a filler episode and never confirmed in the manga but it kinda makes sense since his name means dolphin so thats his specialty
