Find this rule that makes it so you can't make the Aokiji bio, and if you can't make the bio you want.
It's a sign of respect in a way to ask permission but no one "owns" a characters name or image... if you want it to be yours, make sure people know it... like my jiraiya

since it´s not Cannon nor approved Custom Clan you can´t put it there, sry, and np, than make different character i guess :shrug:
AND, you know that you won´t be able to have/make Human Puppets from someone´s bio, right?
I Have an aokiji bio and its common courtesy to ask me for the rights, which he did but I declined nicely. When someone made an Usopp bio it was declined right away because it is KYF's signature bio, am I not allowed the same right?
You declined him to use the image and the name? Selfish on your part as that may be his favourite character too and who are you to decline that of him?
Anyone can make an ichigo for alls i care.... if i wanted to prove it was my signature i'd challenge them and show my skills of rping as ichigo. Like i have done by killing all other jiraiya's in the past.
There is no official rule to say he can't make this bio, and any mod declining it for such a reason is in the wrong IMO.
If you want an image, make it yours with style, not selfishness....

I am sorry but do you own the rights to the character? Did you create the character? Draw the pictures for the character? Own the manga the character is in?
I am going to take a wild guess at this but answer all of these questions with a No.
So why does someone have to ask you (or anyone else for that matter) for the "rights" to make that said character. It would be like asking me for explicit permission to make a character that I do not own nor did I create myself. Which in itself is inevitably pointless and should hold no grounds by any sense of the word.
If a person wants to make a character that is non-Naruto based and convert them to the Naruto system then so be it, why should someone have to ask for permission from someone who does not even own a character.....

He doesn't need to ask, there is no rule, unless you can show him the rule, you have no right to declined his right to use this image, only the creator or the manga can do that.
Did you create OP? No? Didn't think so... so no one owns and image.
Claim the image and make it your own... or just let people do what makes them happy.

I'm not flaming you, and don't intend to.
I'm saying, you can't stop him making the bio, there is no rule set in place giving you such a right, and so he is free to make the bio of his choice now if he so wishes.
