We don't have enough information to make this call at all. Maybe it was one on one, maybe it was 20+ on one. All we know for sure is that to Ao, Shisui's power was unforgettable. As a parallel example, keep in mind that kid Onoki fought against Madara Uchiha and came out alive. Doesn't mean he can fight him evenly at all.
