My bold part is absolutely correct. No character has base speed over 5. So w/o KCM and FTG minato cant be faster then itachi for instance. KCM on top sure helps but how much? Except barely escaping Ay once out of 3 KCM naruto wasnt that fast, he was being tossed around by edo jins too.

minato was known as yellow flash, and most people assume it's only because of ftg, when it clearly because of his ftg and his own speed.

minato has shown some crazy speed feats even without ftg.

like this:

he started at the same time as the kages, but did all this before they appeared:
putting a mark on the ocean, warping the juubidama away, preparing the marks for the kage barrier and even having a little talk with his son. they only appeared after he had done all this. i doubt anyones speed feat is more impressive than this and he did all this without the help of some speed boost, like raiton armor or kcm.

minato saving baby naruto was also impressive.

PPl dont realize how op it is. He essentially has the ability to cover his own mistakes via his clones. Like how the six paths of pain cover each other with their connected eyes. On top of his already immense reflexes anytime minato (or his clones) are in a jam he (or his clones) can summon themselves or get summoned by him (or his clones) making it even harder to hit let alone touch him or (his clones)
