It's not a dictatorship -.-
It's simply that it's ruled by 1 person. A government can be ruled by 1 person without being a dictatorship. Take the US for example.
And it's not like the people are put down under the iron fist of a cruel ruler.

Tsunade is an angry person. Being the grandaughter of the first Hokage, she has grown custom to getting almost everything she wants.
She gets angry when someone disagrees with her. I.e: Naruto, elders etc.

Seem like you 2 are in a virtual fight... On the other hand, I agree on one point that you came up with. The fact that it's a good thing that Konoha was almost destroyed. It brings unexpected in the story. Kishi did the only thing we taught was unduable. From this point the real story begin, where naruto will have to surpass himself, kick some akatsuki ass and rebuilt his village to become one of the greatest hokage... Just dreaming.
But still good stuff by kishi. He need to continu pushing the limits of the unexpected to a certain level of credibility and realism.

America is a dictatorship, it just doesnt use as much violence, all countries are dictatorships, some just more-so than others, true democracy doesnt work because too many hippies exist who screw it up.
Dont get me wrong im not USA bashing here, i think every country is dictated, just not as much as say, hitler who was an extremist dictator, anyone who gets into politics has megalomania, and where there megalomania theres dictatorships, given the sheer number of stupid laws that do dictate when before the rule it hurt no one proves this.
I think kishi destroyed konoha after tobis story showing konoha as the same as every other country, good on the outside, full of love and morals, but absolutely crooked and truly what politicians are like on the higher levels, such as itachi being forced to make a decision, and the advisors being corrupt and absolute bastards.
So actually, its good konoha has been destroyed, because now naruto is going to rebuild it as the 6th-7th hokage and make it non-corrupt, because naruto is simply not corrupt, however im sure future generations will screw it up, afterall the 1st and 2nd didnt appear corrupt, but the advisors during the 3rds and 4ths reign were corrupt.

Even today I keep laughing at Konoha's fate. But I am a bit sad that someone has arrived, only to interrupt the obliteration of Konoha. Whoever he is, he's in for some major ass whopping. Pain is too powerful.

I guess you could look at it that way...But we're talking about a world composed of thousands and thousands of NINJAS. Do you really think a democracy can really hold that kind of a civilization stable for long? I sure as hell don't. As long as there are people out there who can punch craters into the earth and put you in a genjutsu just by looking at you, you're gonna need authority.
