Tsunade. And Sakura can turn the water into acid and burn him alive, send a current through it and paralyze him, then punch him, or even send Katsuyu in the water and have her melt and heal him to death.

Provisioning is not impossible, I mean the snake is bigger than the pond, and a little snake can take down a full size human, invalid point.
Water conduct electricity and I doubt kisame can absorb that wile he is submerged.

In all honesty kisame solos all the sannin easily the waterdome steals bijuu level chakra in less than five seconds! The only one who really has even a slight chance is jiraiya because the sound genjutsu would be super effective but it takes forever to use. Orochimaru doesn't really use poison and his snakes would get fodderized. Tsunade HAH lol he would steal her byakugo instantly and her strength would be gone aswell katsuyu would disappear because she can't stay if tsunade has no chakra. Even if she spits acid it's not near enough to cover the length of the dome AND kisame would tank it he has byakugo level healing when with samehada.

Oil and fire are a mighty combo. But, I think you underestimate the sheer size of the Water Dome. Not to mention that fact Kisame could just use another Dai Bakusui Shōha to reinforce his own attack. At best it's a stalemate for Jiraiya.

Manda is not larger than the Water Dome. Manda can't actually kill Kisame. And the poison that you would try to pollute the Water Dome with, again, won't exactly work. It'll either stick together giving Kisame an obvious point of where not to go or dilute harmlessly in the water. And if Orochimaru wishes to waste his chakra trying to do this against an opponent who could wipe him clean with a mere touch....

Raiton chakra will be allowed to easier pass through the water, yes. But Sasuke already had come into contact with this combo with no negative side effects. And Kisame's durability is indeed much greater than Sasuke's. Not to mention that in his fusion state, he can absorb chakra. I see no reason as to why he wouldn't be able to absorb the raiton on contact as Samehada has shown to be able to do.

Pein actually did absorb several of Sage Jiraiya's attacks, as did he from Naruto. And he even absorbed the chakra straight from Naruto in one instance. Unless he absorbs too much senjutsu that it counter balances his regular reserves, Bijuu size reserves mind you. He is not turning to stone.
