Rurouni Kenshin has certain characters that are modelled from real people , also certain historical events/places are used but ofcourse altered somewhat

This. One of the best and most slept on manga.

Personally,i'd recommend you:

Rainbow: Nisha Rokubou no Shichinin

And if you haven't seen check Hetalia Axis Powers,it's a comedy/ anime parody based on WWI and WWII.

I can't think of any, but for manga, there's vagabond. Its my fourth favorite manga. Unfortunately, it seems like the mangaka lost interest. He said he was going to continue on June 18th, but there's still no new chapter.
My third favorite is a historical fiction manga. Its called Vinland Saga. It would be my second favorite, but it became a monthly series, so the wait always kills me. Its about Vikings. Its a definite must read.
