There are no good free ones, and if there are, they may not be good enough.
But there are the paid ones that are worth it, or you could get them the other way.

I use Adobe Flash Professional CS6, but you can also buy Macromedia Flash Professional 8 (for weaker computers) for 2D animations - which I either-or recommend. You can get the 30-day trial from their official websites. However, learning and getting better at 2D animating will be a long, but "worth it" journey.

You can also use Adobe Photoshop to animate, but it's a lot more complicated than a standard, and straight-forward way of animating with Flash.

Thanks. I've tried flash pro, but I found it very confusing. do you know of any good tutorials that can help me learn?

There is blender for 3D animation.. is the open source, cross platform suite of tools for 3D creation.
There are many tutorials on youtube for blender but I have never tried it..
Creating small flash animations with Macromedia flash is easy give it a try..

3D animating is actually much easier than traditional keyframing. Follow the link above to grab blender, and then have a look at the toon shader.
