He tells you don't move and keep your hands right where they are(which are in the air) why would you resist? The cop said that several times and the man seemingly disregards him, and pushes against the car door to the get out. You can see the cop doesn't want to shoot him, otherwise he would have done it when he initially started resisting. However the man pushes the door open and stands up so the cop opens fire. I see nothing wrong with what the officer did. The man completely disregarded the orders and potentially put the officer's life in harms way.
