So my theory for Ankos body being near Kabuto all the time, is maybe she is being used as the downside for Snake Sage mode.
While we know Naruto has a downside in his sage mode, only able to use it for so long and not controlled turned into stone.
So maybe snake sage mode is different in a way for snakes. Im thinking maybe snakes swallow bodies and consume them till its all bone and then upchuck out the bones. Maybe Kabuto is doing the same but with chakra that Oro stored into her. Once thats all used up, he will then fall into the downside of Snake Sage mode.

Oro was training in Snake Sage mode and there is a specific blood line that can wield it better then other and Onka is part of that blood line in a way.
