The ringing continues to grow as time progresses as at first it will disrupt how a person hears eventually hampering their ability to think. From that it starts to mess with their balance until they become incredibly disorientated.Lasts 10 turns and reduces damage of the jutsu used against the user by -5 until this effect wears off.

Sound chakra can be produced by melding in wind and lightning chakra together, sound travels in waves, its speed depends on the matter its flowing through and its density. One more thing you should know, Sound is all about vibration.

im new to the subject can you explain me why it is difficult to combine these both type of chakras?

cause both r completely types of elements and wind cancels out lightning so in order to meld both together, one must to have great chakra control over them and make sure both elements blend together without nullifying each other
