Not really. The principe is simple. Amaterasu burns fast depending on the amount of time the user focuses on the target. When the flames are left on their own, they burn ridiculously slower. Your Itachi example explains it perfectly. When Itachi focused on the frog stomach, it burned through it, but when they were left on their own later, it practically did nothing than just staying there and waiting til Jiraya sealed it away

Like the comments above, I think amaterasu's strength depends on the user's focus on the target. I have another idea about it though. It's been stated to be as hot as the sun. However, the sun would incinerate the earth just by being near it. Either everyone's right about the focus, or amaterasu does, indeed burn at the heat of the sun, but the doesn't spread out like normal flame and is localized.

If it did kisame would felt the heat too Amaterasu is not at sun temp...such an ideal is inconceivable
