When you first charge your attack and then teleport ur target/urself, so they don't have time for reaction

Wasn't nerfed against Kaguya and she evaded it just fine, hell Sasuke should have had the advantage under the effects of gravity but it still didn't work.

You obviously didn't understand a thing he said. Sasuke's Ameno is less effective when he teleports himself to a person and then thrusts/launches an attack towards them. It's far more effective for him to throw/thrust his attack and then teleport the target in front of himself and within point-blank range of the attack he's throwing/launching.

He didn't avoid it. Look closely, lightning is coming from his body and he's stumbling. Sasuke hit him with the Chidori, and he blocked it sloppily, causing it to knock him over even though it wasn't fatal.
