This was obvious though. He is trying to control the 10 tails for himself so he is taking out all of the problems that are in the way while he also gets recovered from being too weak. Madara is using Sasuke to do all his heavy lifting till Madara can just get the 10 tails and use it's power to cast a genjutsu upon the world making them all follow him.

He DID NOT necessarily lie... Madara might not have intended to have the Kyuubi attack Konoha... but wanted the Kyuubi to appear in order to capture it...
Yodaime most likely captured it before Madara had a chance to do so...
The two of them fought a battle over the Kyuubi... Yodaime learned that Tobi was in control of the Akatsuki and wanted the Kyuubi... and Yodaime prevented the Akatsuki from obtaining the Kyuubi... This does not mean that Madara wanted to attack Konoha right then... as the Aktasuki had bigger plans....

its easy to explain , madara was not telling the truth to sasuke , thats why itachi asked madara to leave the village alone , and the 4th sais that "the masked guy attacked konoha with the kyuubi " , madara wants the 10 tails for himself thats why he uses any kind of method necesarily to obtain it
