Fate only brought the bijuu together, it was only responsible for Naruto and Sasuke gettign Sage power-ups. But I'm talking about the transmigrant power-up everyone can get.
Indra and Ashura can't see the future so they wouldn't know someone has the ability to bring out their power by birth which is why I said it only makes sense if they transmigrate once the descendant is older.
Naruto fought Sasuke utiple times but didn't notice Indra's presence until the Kage summit which was the time he had awakened MS.

Which brings me to my original point. I know Naruto worked hard to get to where he is currently, but technically he was still destined to become a great shinobi. And Neji was destined to die serving Hinata. The SO6P was informed about Naruto's existence hundreds of years before he was even born. If the guts to never give up then Lee should be the strongest in the series. Anyone remembers his fight with Gaara? At the end of the fight despite being unconscious he was still standing on his feet.
