post the jutsus for the 1st question so I can see which ones you mean and whether it's right or not, and about the 2nd answer, if B rank wind collides with D rank fire, the wind will continue as D rank, but when will it continue as C rank? o-o
if possible, give me an example with jutsus

well both answers were incorrect. If B rank fire clashes with B rank (or A rank) water, the water would continue in both cases. Because water > fire. B rank water and A rank fire would work, because water is strong against fire, so you need the fire jutsu to be of a higher rank.

the second one was almost correct, but the fire has to be c rank
A rank wind = B rank fire. So let's say A rank wind clashes with C rank fire, it is like the fire is clashing with a B rank technique, because fire> wind, and B-C = C
