Many people think that the tailed beasts are as strong as their tails, but lets be serious. Why should SO6P give the tailed beasts different power levels?
He had the 10 tailed beast and feared that it could escape again.
He was a jinchuriki himself and knew that a tailed beast, even divided could harm many people if other jinchurikis would missuse them.
So the best method would be to let all tailed beasts have equal power. If one is missused, another one can stop him.
And thats the reason why Naruto and Bee are pretty much f*cked, if Naruto doesnt manage to free the beasts and make them friends.

I know that Kisame said the 8 tails is the second strongest, but maybe just cos bee could fully controll him and the 9 tails could easily break out.

they are like the atomic bombs of the ninja-world.

it's been mentioned many times by different people,
their raw powers, and chakra levels differ according to their tails
chakra levels go with the number of tails (kyuubi has the most, ichibi has the least)
strength differs randomly but kyuubi is the strongest and hachibi is the second strongest that's solid

I frankly don't have reason as to why the sage would divide them with unequal strengths but we we know he did.
Look at the one tailed shukaku , the two tailed cat and the three tailed turtle. They were no way near even 4 tailed naruto.Naruto in 4 tails or 6 tails would have wrecked deidara or Hidan or kakuzu. The two tails did like nothing to hidan to kakuzu..

Well i dont know much about the other tailed beasts but imo kurama is the most powerful, second is hachibi and last is the 1 tails

I doubt that, if you remember the 1st Hokage had control over all the tailed beasts and gave them to the other 4 nations (except the 9 tails) to keep peace and the balance of power. Most of the nation got 2 tailed beast while konoha stayed with only the fox, why would the 1st Hokage keep one tailed beast if they were all equal? Another fact is that Madara use the fox and only the fox to fight the 1st hokage and from the latest chapter we know madara said all tailed beast are slaves to those with blessed eyes do he could have easily got another beast (this was before the 1st gave the tailed beast to the other nations). The power lusting Madara made it his summon. Akatsuki (Tobi) saved the 8 tails and 9 tails for last for a reason. The fox was said to have limitless chakra, not all tailed beast just the fox was mention in this statement. Naruto fought the 1 tail as a kid with Gamabuta and won, there's no way kid Naruto could beat the fox when his dad could only seal it, the 3rd Raikage draw with the 8 tails, kisame beat the 4 tails. Wiki said the fox is the strongest tailed beast.
