Naruto: The kyuubi is the most powerful bijuu, and Naruto can use his chakra+ Naruto's own chakra is strong too.
Killer Bee: Has control over his bijuu too.
4th Mizukage. We haven't seen him in action, but he also had control over his bijuu and he was strong enough to become Mizukage.

Naruto ....... even when he did not know how to utilise the 9=tails , he allways seemed to use it in battle . Naruto hands down

the kyuubi is obviously ranked highest among the others because of it's chakra endurance and it's power. but as of right now i think the hachibi is the best b/c killer-bee is actually in control of his tailed-beast. though naruto has potential to be alot better
i have to say i really like Roshi and Han's look, although i think that the "Dolphin Horse" is the stupidest beast idea in history. i dont care if its like some mythical creature in like japan or something, its just dumb. also is anyone else noticed how dumb they make the kyubi look? in most of the scenes with it anyways. they could make it look way badass, but instead it has to look all cartoony. Look at this vid and pause it at 3:38
i mean really? thats what the most powerful tailed beast looks like? aside from the 10 tailed of course. i think the only time i really liked what they did with the kyubi was when it was half out of the planet pein made.
