Still the kages would win, EVEN including the Juubi. Hashirama was able to control Nine of them alone. What makes you think Hashirama, Tobirama, Hiruzen, Minato, A, A's Father, MizuTroll, Mu, Gaara, Oonoki, Mei, Previous Sanbi's host won't be enough.

Plus they would all constantly get healed by Tsunade.

9 Bijuus
5 Hokages
4 Raikages
3 Tsuchikages
5 Mizukages
and 5 Kazekages

If you mean in a fight like the 3rd raikage vs the 8 tailed, then ill say the bijuu.
If the kages can avoid fighting them and just seal them then the kages win
