About being smart, I lack information on them so as to tell you, but from the ones I know, Gaara seems to be the smarter one, he's already a Kage.

killer bee, the 8 tails is pretty stong but 4 tails could fuse multiple chakra elements

but if naruto ever fully controls the kyuubi den it would be him....hands down

Jinchuuriki, well, i havent seen the others but as far as i kno, the 8 tails seemed to be the strongest one by far.

If Naruto can ever control his Kyubi inside of him, then he will be the strongest. Well, i would assume he will be anyway.

I think the 9-tails cuz only half the power is sealed in naruto and in 4th tail he took orochimaru out! So like go full nine-tail with the other half he could take out all akatsuki with his eyes shut!
