Itachi did step up on my top ten scale

he did, with this final move, Itachi prime is officially top 3 in my book, as of right now he stands along the ranks of Goku and Superman, he just has too much for any 1 ninja to bear, his power with genjutsu is too much, in part 1 his movements were a blur to even Kakashi's sharingan, and he was sick then, imagine a fully healthy Itachi with Intent to kill.

His speed alone would be enough to dispatch most normal opponents with just taijutsu alone, imagine if he kept the speed of the first part with all the techs he possessed from the time skip, I see not 1 ninja that could defeat him, he can make numerous crows that can each catch you in a sharingan genjutsu and yata mirror means he's untouchable, and although he's not as good with Amaterasu as Sasuke, he'd still own almost anyone with it.

add to the fact he can tank at least 1 death blow, or trap you in an infinite loop with 1 touch, and he has Totsuka blade, and can program KA to activate at least once, and it'd be stupid not to have him up there now, and this is coming from someone who can't stand the guy

Until something is indefinitely proven to break Yata mirror, I stand by this comment, as much as I hate him, it's stupid to even place him in a 1 on 1 at this point, any fight with anyone, and he has the advantage

Izanami can fully work to all targets .It fakes the enermies's vision and put them under caster's control.

Alas I wish it were the case, but Kabutomaru would be dead if not for the fact he's needed alive, I'm just gonna have to accept it, with everything seen, Itachi Prime is the closest thing you get to a #1 shinobi, I'm not happy about it mind you, but it is what it is

honestly i think kabuto vs ALIVE itachi (not edo) kabuto would come out on top. Unless he used izanami which he would be sacrificing an eye for if he were alive.

If just because of IZANAMI jutsu, you think ITACHI is No. 1 then its not true.
By taking the amount of time Itachi needs to prepare Izanami into comsideration; Itachi will be killed by Many highly skilled shinobis before Itachi could actually activate it.

Itachi survived just bacause of Edo Tensei and Sasuke's help or he would have become Kabuto's slave by now (as we have seen already).

Therefore
In 1-ON-1 combat its not much useful
But
In team combat, he can buy required time with help of teammates and activate it.

I mean every character that is at least top 10 must have enough power to have a good fight and deal with the other top 10

what I mean is that for example, muu is like top 8, but he has the power to one shot any other character that is above..... same with Itachi's totsuka or Nagato's human path........ even thought they are not the first, second or third place....... they still have the power to defeat the top tiers, but then comes the other part....... what will the opponent do?
Muu can be #8, but that won't stop him from using his jitton and pulverize any top tier...

What I mean with this is Itachi can be #7, but he has enough power to one shot what? hashi?, madara?

or maybe Nagato as a #5, but he has enough power to one shot the top tiers, throught human path......

The point of my comment is........ IF YOU HAVE A ONE SHOT MOVE........ YOU HAVE YOUR CHANCES TO BEAT TOP TIERS

Last time I checked edo tensei is his power. Therefore his edos(Madara) power is his power making him the strongest.

Yes, I know Edo Tensei is Kabuto's power. But it is only useful when you have already planned before a battle because this technique requires 1 human sacrifice for each ninja resurrection. Therefore it is his power but doesn't make Kabuto the strongest. Another fact, edo ninjas can be sealed off and sealing is comparatively easier than killing a high skilled ninja.
