Gedo Mark serves 2 purposes as said in description

Confusion: The user meditates and takes over opponents mind with the use of chakra , but instead of genjutsu it overrides the opponents brain and makes him slave, the process causes pain to the opponent and can be broken if opponents charka is disturbed like neutralizing genjutsu or the meditation of user is disturbed

Seal: It seals away kekki genkai , for example sharingan requires elemental affinity of Fire to be unlocked within Uchiha clan , if the chakra circulation of fire natured chakra is stopped , Sharingan wont activate !!

the name is given to 2 individual techniques Gedo mark seal and Gedo mark confusion
as u already said about confusion correct
