Alright you remember when Kabuto used this in the Chuunin Exam Finals arc of the anime to put the whole arena where everyone was to sleep so that way it would be easier for Oro and his sound nin to attack Konoha? This is that exact jutsu.
You form the handseals, focus your chakra into the area around you and that army of squirrels that looks really mad at you bout to attack you, and make feathers fall from the sky randomly, making the squirrels fall asleep slowly. Try it out.
