alright. for this one after you do the handseals, you punch, and when u punch, using your wind element chakra, you release a vortex of wind. now practice your punching, and then once you think you have enough power and chakra focused into your punch, release the vortex of wind.

alright sensei *practice my punching for a while 1 2 1 2 1 2 1 2 1 2 a few hours later "ok now im ready!" I do the handseals then I concentrates my wind chakra in to my fist then I throw a punch releasing a vortex of wind that blows away the doll I was practicing punches on*

I practice my punching for a while then when I was ready I concentrated wind chakra in to my fists then as I threw a punch and vortex of wind shot out from my fist

alright u basically do what u did for cutting whirlwind, but make it more powerful and more dense with ur chakra, it should also be a bit bigger than the original too.

alright *sees a rock ok here goes I concentrate wind chakra in to my lungs then I do the handseals and blow out a giant version of the cutting whirlwind that makes a lot of scars in the rock and blow it away a few feet*
