Noobish: Rain falls from the skyyyy xd
Me: Rain is like a combination and wind and water which we use to make clouds to cause it to rain which is infused with our chakra giving us the ability to use the water sorce to our advantage, like rain that can sense where people are?
I focus my chakra to the sky to create clouds as i use:
(Suiton: Chakra Kenpa No Ame) - Water Style: Chakra Senseing Rain

Description:By focusing chakra into the user's hand they are able to gather rain drops towards their palms, the rain is molded together by chakra and forged into a high pressured orb. Once done the orb will shoot away from the users hand and the user will be knocked back. If it hits the enemy the enemy will be sent away flying or unbalanced.
This jutsu calls for you gather and focus chakra into your hands to gather rain drops around your palms to form a rain orb that can be used as a bullet.
Being that you used chakra infused rain, you'll be able to gather not only more rain, but at a much faster pace. And when it comes to a battle it's all about the quickest draw (sometimes )
So lets start gathering some rain drops.

Also note, that you can manipulate this jutsu, so that instead of gathering a bunch of drops and forming one bullet, you can fire of smaller (less powerful rain bullets)

Focus your chakra that is already inside the rain drops. As your focusing your chakra think of sticky items...xD.... and the rain itself will become glue like and bind your opponent where they stand.

In the words of Goro Kaguya: Rain takes a lot of concentration. You must focus on every single raindrop..kno it's location its size the speed at which it is traveling....everything. So that that one rain drop can be combined with the millions of billions of others to make an attack....
Remember that.
As your focusing your chakra think of sticky items...xD.... and the rain itself will become glue like and bind your opponent where they stand.

*I begin to focus on the size, shape, density and consistancy of each rain drop focussing on the stickyness of glue itself using my chakra in the rain to change the density and consistancy so it becomes glue and binds your clone*
