Technicaly he isnt but this is a case similar to terrorist and freedom-fighters, it all depends on where u looking at the situation from, if u r in a position thats supported by the WG(tenyuruibo/fortunate citizen/marine) then he cld just as well b branded hope of the marines(the man who lets no evil escape), then Dragon to the opressed cld just ad well be the same(a man for the pple, hope for a better world, the saviour, a freedom-fighter) but to the marines, the physical represantation of the world's most evil. All i know is Akainu will soon get his gomu gomu no thor grizly magnum coz he broke the one law that matters -Mess not with Luffy(SHs)'s loved ones.

Seriously, during the buster call on Ohara akainu nuked a fukin ship full of civilians incase it didn't have any schoolers on board, judging from my perspective, he's a villain
