after using hidden mist jutsu, you use this one, you will need to use ur water chakra to reflect natural lighting, like sunlight and so on, reflect it at your opponent so that he gets blinded.

Descripton: Utilizes water to create a spinning water vortex around the ninja. The water acts both as a barrier and attack mechanism. The power of the vortex is enough to knock an opponent unconscious. Can only be performed if there is a water source near by.
Alright,get on the water, focus your chakra, control the water to make a spinning vortex around yourself, it must be spinning at really high rate, enough to defend against jutsu, and able to hurt the opponent when they are close enough.

I'm not sure what happens when you use it on water surface, it'll be like oil i guess
