I think Neji: The bastard figured out the Main Branch Heir only A (maybe S) Rank Jutsu and developed it on his own before his 13th birtday. Very few can claim to do better.
Then Shino .... whose battle smarts and calm temperment is quite high.
PS Those who dont know The Eight Trigrams Sixty-Four Palms is a taijutsu that should only be passed down in the main house of the Hyūga. It is a dangerous technique that is appropriately handed down from father to only a single child within the Hyūga clan. And Neji is actually a neglected brancher with a dead father.
