Well derp, the 10 tails and Gedo I were not including, as they are somewhat puppets of Tobi... So without them, Madara is undoubtedly Superior.... Until proven otherwise...

Tobi can defeat Madara until you can prove he has a counter to his S/T technique.

I think that Sasuke is going to be the last villain after all that would make sense just like by Madara and Hashirama(yin and yan) two foces that oppose each other.
In other words Naruto vs Sasuke.
So i think Sasuke is going to be the most"bad ass"villain.

Kishi has already more/less hinted that Naruto is going to fight Sasuke in the end and you may seen that Kishi is slowly changing Sasuke's personality and appearance.
