If the databooks don't take Sharingan into account, neither do they take in Byakugan, meaning no Gentle Fist or derived abilities like you are claiming. Meaning we are talking about Hinata's raw taijutsu. Am I right?

Nope, when the third databook released, Hinata had no Air Palm, TLF, or 64 Palms.

the 3rd DB states came way before she had those techniques so I doubt that it counted those, but it shouldn't really come as a surprise since she started training when she was just 3 y/o and is from a clan that it's known for its Taijutsu. besides, Sasuke relies more on Kenjutsu (Sword Techniques) rather than Taijutsu (Body Techniques) so him not having a high Taijutsu score is understandable since he probably spends most of his time training Kenjutsu and he is really very skilled in Kenjutsu so in CQC he beats her pretty easily.

also, the DB is just a tiering system so two people with the same states are obviously not equal, and I agree that Sasuke has shown a better Taijutsu feats.

Nope, there's Gentle Fist as a style and Gentle fist as a technique. Like how Bolt uses the style, but can't actually close points or damage organs because he has no Byakugan. Same case, without Byakugan, Hinata can't use Gentle Fist as a technique and can only use the style in the same vein as the Bolt example I just gave.
