That 3.5 takes into account everything Hinata's Taijutsu style incorporates, meaning Gentle Fist, Twin Lions, Vacuum Palm, 64 Trigrams and all that jazz is in there, making that number. That's why her Taijutsu score is so unreasonably high despite her having exactly zero taijutsu feats.

In actual skill and CQC proficiency, she is nowhere near Hebi Sasuke.

The databooks take in base stats and not enhancements like you mentioned considering Gai and Tsunade mark equal in strength, which we know isn't the case when Tsunade uses CES.

Not to mention Hinata didn't even have TLF, Air Palm, or 64 Palms at that point... so... yeah, those don't factor in.
